White puffs of smoke chugged heart-shaped from the candy-striped chimney of the Council building. The sky filled with them quickly, thick as meringue.
“Oh my God.” Rowan’s voice was breathy, awed. “They’ve chosen.”
Her black-painted lips twitched at the corners, a slick almost-smile. Julian only stared out his office window as the first of the celebratory snowflakes began to fall. Cheers rose from the spectators who’d held vigil down in the main courtyard; a fanfare broke loose from somewhere, and drums rose to match it.
A new Holiday Spirit had been selected.
